The intra-prediction encoding apparatus according to one embodiment of the present invention comprises: a characteristic information calculation unit, which selects at least one of the reference pixels close to the current block to be encoded so as to calculate characteristic information on a direction; a comparison unit comparing the characteristic information on the direction calculated by the characteristic information calculation unit with a predetermined reference value; a prediction mode determination unit determining a prediction mode of the current block as a mode corresponding to the selected reference pixel, when a result of the comparison by the comparison unit meets a predetermined condition; and an encoding unit encoding a residual value between the current block and prediction block according to a determined mode, if the result of the comparison meets the predetermined condition, and omitting encoding mode information on the determined mode.
