    • PROBLEM TO BE SOLVED: To provide technology capable of managing both of good startability of an internal combustion engine, and improvement of output characteristics and emission right after start.
      SOLUTION: This device is provided with a starter motor for cranking at the time of start of an internal combustion engine, a heater preheating fuel by receiving electric power supply from a battery, and an electric power consumption variation detection means detecting variation of electric power consumption of the starter motor based on crank angle of the internal combustion engine during cranking. If electric power consumption with considering variation of electric power consumption of the starter motor detected by the electric power consumption variation detection means during cranking is a predetermined value of higher, electric power supply to the heater from the battery is stopped.
