    • PROBLEM TO BE SOLVED: To provide a method for recovering a base material to carry out thermal decomposition of disposed printed wiring board and a device of the same which mainly increases drawing of water (wet) during a reaction process, secures to remove burning phenomenon on a thermal decomposition process by producing all sealed low-pressure processing environment, achieves to strengthen processing safety, concentrates and deactivates more to a part of organic gas, forms fuel or a chemical industrial material which is able to be utilized, and not only can decrease processing cost but also can increase recovery value and can create multiplex effectiveness and interest such as a safety processing device, and has highly industrial useful value. SOLUTION: A method and device for recovering a base material is that a reaction material is put into melted nitrate for carrying out thermal decomposition and chemical reaction, water is drawn during the process of thermal decomposition reaction for entering into thermal decomposition reaction, the reaction material and the melted nitrate can be cool down by using water, the thermal decomposition process can be more stabilized, steam is formed by utilizing water to heat and inflate for maintaining a positive pressure of system, oxygen is detoxicated, the organic gas is compulsory eliminated and transfered out of a reaction furnace and operation safety is strengthened.     • PROBLEM TO BE SOLVED: To provide a method for the batch treatment of a recycle material containing valuable metals having such a high organic component content as to be unsuitable and almost impossible for use as a material in a conventional metal refining process. SOLUTION: The recycle material is fed into an inclinable reactor having an opening common to feed and discharge and being capable of rotating about its vertical shaft. The material is heated to such a temperature as to promote the release of organic components by heat decomposition and/or combustion. The material is constituted of at least the basic portion of a fraction of such a size as to permit continuous feed during the operation. The material during the operation is continuously fed in the form of a regulable stream controlled and/or adjusted by the measurement of different process variables during running, so that the flow, composition, and heat dissipation of combustible gases can be kept under control.
