SOLUTION: The cross sectional shape of a center portion 2AA of a ceiling bellows member 2 is different from those of side bellows members 3A, 3B. The ceiling bellows member 2 and the side bellows members 3A, 3B have, in the cross sectional shape, a curved tip part, outer and inner thick-walled base parts mounted to an end face of a vehicle with a predetermined mounting space therebetween, and outer and inner intermediate coupling parts which are provided between the tip part and the outer and inner base parts, and gradually thin-walled from the base parts to the tip part. A thin-walled portion is formed on the tip part in an offset manner toward the inner base part. The center portion 2AA of the ceiling bellows member 2 is smaller than the side bellows members 3A, 3B in the mounting space between the outer base part and the inner base part, and the radius of curvature of the curved tip part is larger than those of the side bellows members 3A, 3B. The movable inside surface is pushed with a pneumatic spring member at pushing-out time, and drawn in with a separately placed spring member at drawing-in time.

Elevation angle/wind velocity calculation means calculates a wind velocity of the wind, which the railroad vehicle undergoes by the traveling wind and the surface wind, on the basis of the calculated elevation angle and the detection value by one of the pressure detection means. A wind velocity and a wind direction of the surface wind at a travel location are calculated in a vehicle coordinate system on the basis of a travel velocity detected by a velocity sensor 20 and the travel location calculated by a location detector 30.
