    • We describe a ballast water test system, the system comprising: at least one microbe detector to test a sample of ballast water for the presence of microbes and to produce microbe detector data representing a detected level of microbes in said sample; a plankton detector to test said sample of ballast water for the presence of plankton and to produce plankton data representing a detected level of plankton in said sample; a biocide detector to test said sample of ballast water for the presence of biocide and to produce biocide data representing a detected level of biocide in said sample; and a compliance determination system comprising: at least one input to receive said microbe detector data, said plankton data, and said biocide data, at least one output to provide sample compliance data, and a processor coupled to said at least one input, to said output and to working memory and to program memory, and wherein said program memory stores processor control code to: input said microbe detector data, said plankton data, and said biocide data; process said microbe detector data, said plankton data, and said biocide data to compare said microbe detector data, said plankton data, and said biocide data with a set of rules defining permitted levels of microbes, plankton and biocide in said sample of ballast water for compliance with a standard; and output standard compliance data defining whether said sample of ballast water is in compliance with said standard; wherein said compliance determination system further comprises an anti-fraud system to control user fraud to inhibit a user from fraudulently producing a result indicating that said sample of ballast water is falsely in compliance with said standard.
