The apparatus includes: a first circular ring body that has a sitting part where one end of the spring is sit and a slope formed on the opposite side of the sitting part and gradually inclining along in the circumferential direction; and a second circular ring body that has a slope corresponding with the slope of the first circular ring body and is connected to a rotation driving device to rotate with respect to the first circular ring body.

In this case, the biasing force adjusting mechanism is formed as a screw mechanism constituted of a plunger and a screw member. As a result, the plunger can be fixed in an axial direction so long as a screw member is not rotated and driven by an electric motor, and thereby the electric motor can be efficiently controlled.
