    • PROBLEM TO BE SOLVED: To allow integration that matches the processes for other optical devices and the electrodes thereof, and to allow large-scaled integration and mass production. SOLUTION: This optical coupling device for making a light signal propagating in optical fiber or a space couple with an optical waveguide is provided with a lower cladding layer 12 formed on a substrate 11; the optical waveguide 13 formed to direct its tip toward an end part of the lower cladding layer 12, on the lower cladding layer 12, and having a tip part 13a thinned tapered; and an upper cladding layer 14 formed continuously from the end part of the lower cladding layer 12 up to the tip part 13a of the optical waveguide 13, on the lower cladding layer 12 and the tip part 13a of the optical waveguide 13, and having a refractive index that is higher than that of the lower cladding layer 12. A light incident on the end part of the lower cladding layer 12 is drawn to a cladding layer 14 side by the upper cladding layer 14, to be coupled with the tip part 13a of the optical waveguide 13.
