Waveguide polarization rotator embodiment includes an optical waveguide and overlay strips. Optical waveguide having an input end and an output end disposed opposite one another in the optical waveguide. Optical waveguide, at the input end, can be functional to receive an input optical signal having a mode having an input polarization. The optical waveguide at the output end, be further operable to generate an output optical signal having a quadrature output polarization with respect to the input polarization. Overlay strip is disposed on the optical waveguide, crossing optical waveguide and the non-orthogonal. Overlay strip has a second end that is laterally offset from the first end and the second offset distance optical waveguide is laterally offset from the first offset distance optical waveguide.
