    • PROBLEM TO BE SOLVED: To provide a traffic jam relaxing device and method for realizing the normalization of the use ratio of each line or the normalization of the lane density of a road ongoing direction by precisely predicting traffic jam before traffic jam actually occurs in an express highway or a freeway, and providing proper traffic jam relaxation information to traveling vehicles before the traffic jam occurs.
      SOLUTION: The traffic jam relaxing device of a freeway 4 having a plurality of traveling lines 4a, 4b and 4c is provided with a first traffic flow sensor 12 (traffic sensor) installed in a first block 5 on the freeway, a first information providing device 14 (display board, communication equipment) installed in a second block 6 in the downstream of the first block and a road side system 16 for connecting the first traffic flow sensor through a network to the first information providing device. The first traffic flow sensor 12 measures the average traffic quantity Q and average speed V of each lane in the first block, and the road side system 16 prepares traffic jam relaxation information C from the average traffic quantity Q and the average speed V, and the first information providing device 14 provides traffic jam relaxation information to the vehicle traveling in the second block.

    • PROBLEM TO BE SOLVED: To enable use of this system in a short time, without grasping the control system of a whole plant by selecting a simulation pattern equivalent to a real pattern obtained by a control time and a controlled variable, deciding the increasing and decreasing direction and increasing and decreasing amounts of plural control parameters, and adding significance for obtaining a weighted mean.
