    • PROBLEM TO BE SOLVED: To obtain a pollution-free type surface treatment composition having rust prevention power equal to that of chromate treatment or phosphate treatment.
      SOLUTION: The metal surface treatment composition comprises: (B) an organic phosphoric compound of 1 to 400 pts.wt.; (C) a water-soluble or water-dispersible organic resin of 10 to 2,000 pts.wt. in terms of a solid content; (D) a vanadic acid compound of 1 to 400 pts.wt.; (E) a zirconium fluoride compound of 1 to 400 pts.wt.; and (F) a zirconium carbonate compound of 1 to 400 pts.wt. based on (A) 100 pts.wt. of the solid content in a titanium-containing aqueous solution obtained by mixing at least one kind of titanium compound selected from the group consisting of a hydrolysable titanium compound, a low condensate of a hydrolysable titanium compound, titanium hydroxide and a low condensate of titanium hydroxide with hydrogen peroxide water.
