摘要： PROBLEM TO BE SOLVED: To provide a surface-treated plate which has good processability, high corrosion resistance, high dew condensation/whitening resistance or the like.SOLUTION: A surface-treating agent contains a water-dispersible polyurethane resin (A), and 5-50 parts by mass of a rust-preventive agent (B), 10-150 parts by mass of colloidal silica (C) having been treated with a silane coupling agent, and 30-110 parts by mass of a basic alkali silicate (D), each amount based on 100 parts by mass of the total solid content in the water-dispersible polyurethane resin (A). The rust-preventive agent (B) contains a titanium compound (b1) and an organic phosphoric acid compound (b2), and further contains at least one kind selected from among a vanadium compound (b3) and a zirconium compound (b4).
