With this constitution, when side tramming takes place, a rotative peripheral velocity in these cutters 2 and 3 is made to synchronize a strip speed thereby an impact and friction at a time when the band plate 1 bites into these cutters 2 and 3 is prevented, thus an expected aim comes to fruition.
