The enciphered data 14 read from the storage device 7 is decoded into the original data 11 by applying a decoding processing 6 using a decoding key 5 in the IC card 3 in data decryption processing 200. When the IC card 3 is different, the cryptographic key 4 and the decoding key 5 are also different from each other, thus the data 14 enciphered by another IC card 3 is subjected to the decoding processing 6 with a different decoding key 5, so that the encrypted data 14 is not correctly decoded.
