    • PROBLEM TO BE SOLVED: To provide a vehicle battery deterioration diagnostic device capable of improving a battery deterioration diagnostic precision by improving a diagnostic control means, and facilitating mounting or dismounting of each detector on the battery by compacting an arrangement structure of the detectors used for battery deterioration diagnosis, and enabling more appropriate driving control of a vehicle by removing an evil effect based on deterioration of the battery, concerning the vehicle battery deterioration diagnostic device for diagnosing the battery from a relation characteristic between a discharge current and a terminal voltage in consideration of a battery electrolyte temperature. SOLUTION: This vehicle battery diagnostic device is equipped with the battery, an operation part for operating the battery characteristic from the terminal voltage and the discharge current of the battery, a determination part for determining the battery deterioration state based on the battery characteristic and the battery electrolyte temperature, and a cranking determination part for determining cranking of an internal combustion engine starting device. The determination part determines the battery deterioration state at the cranking time based on determination by the cranking determination part.

    • PROBLEM TO BE SOLVED: To provide a starting control apparatus for an internal combustion engine, preventing the slip and breakage of power transmitting means at starting the internal combustion engine. SOLUTION: The starting control apparatus comprises the internal combustion engine 1, a motor for starting the internal combustion engine 1, the power transmitting means 3 for transmitting the power of the motor 2 to the internal combustion engine 1, and control means 4 for controlling the internal combustion engine 1 and the motor 2 at starting the internal combustion engine 1. The control means 4 controls a torque command value for the motor to give positive- side torque when the engine speed of the internal combustion engine 1 is lower than a target engine speed and to give negative-side torque when it is higher than the target engine speed. It also controls a time constant of the negative-side torque command value to be larger than a time constant of the positive-side torque command value.
