    • PROBLEM TO BE SOLVED: To provide a binder which can give not only effect as that by a binder, but also can give effect to desulfurizing, dephosphorizing and basicity control required for a recent deoxidizer with high value added, i.e., for composite flux by making the most of the characteristics in toner, and to provide a more excellent recycling method by which the creation of benefit and environmental preservation can be simultaneously attained by further increasing the value added of the toner.
      SOLUTION: In the binder for subjecting steelmaking flux to granulation molding, toner is used, and is mixed with at least one or more kinds of raw materials for composite reaction selected from among a deoxidizer, a desulfurizing agent, a dephosphorizing agent, a basicity control agent, a slag viscosity improvement agent and a steel modifier, and the mixture is granulated into granular matter. The binder for steelmaking flux is, if required, mixed with at least one or more kinds of other components among the above raw materials for composite reaction or the other binder components including the same, and is used for granulation molding.

    • PROBLEM TO BE SOLVED: To recover a manganese alloy from manganese oxide waste and waste derived from the positive electrode material of a lithium ion secondary battery.SOLUTION: Manganese in battery scrap is distributed to the side of a molten metal phase by smelting reduction utilizing a rotary melting furnace under a non-oxidizing atmosphere, thereby recovering the distributed battery scrap as a manganese alloy. Since battery scrap includes nickel, it is alloyed upon the melting to reduce its liquid phase point, and a recovery operation can be progressed at a relatively low temperature. Aluminum in the battery scrap is not separated, and is used as a reducing agent. Further, silicon scrap derived from a solar battery can be also utilized as a reducing agent, and in that case, the waste of the solar battery can be also simultaneously recycled.

As a second operation, molten slag formed in the upper layer is discharged. As a third operation, the oxygen burner is lighted again and the powdery mixture is supplied into the resulting flame and melted to make the metal copper absorb the platinum group element. After the first operation, the second operation and the third operation are repeated a plurality of times.
