    • PROBLEM TO BE SOLVED: To provide a developer for electrostatic charge development capable of suppressing an external additive of toner from being attached to an image holding body, and an image forming apparatus.SOLUTION: A developer for electrostatic charge image development is used in an image forming apparatus including an electrophotographic photoreceptor 10 that includes an outermost surface layer having fluororesin particles dispersed therein and holds an electrostatic latent image, and a developing roll 42 that is arranged to face the electrophotographic photoreceptor 10 and holds a developer including toner. Even when the developing roll 42 is set to improve developability, and an external additive having a large volume average particle diameter of 80 nm or more and 400 nm or less is used as an external additive externally added to toner particles to improve transferability, the external additive is formed into an irregular shape having the average circularity of 0.7 or more and 0.85 or less, so that the electrophotographic photoreceptor 10 including the outermost surface layer having fluororesin dispersed therein and the external additive are frictionally charged in a reverse polarity to each other, thereby suppressing adhesion of the external additive.
