    • PROBLEM TO BE SOLVED: To provide device, method and program for charging/discharging decision, compatible of securing safety with maintaining power throughput accompanying charging/discharging a secondary battery, in a system having a plurality of secondary batteries interconnected with a control body.SOLUTION: The charging/discharging decision device, for controlling the charging/discharging of the secondary battery on the basis of an instruction of a charging/discharging instruction device, includes: a secondary battery information storage unit for storing secondary battery information related to the secondary battery; a charging/discharging information storage unit for storing charging/discharging information for charging/discharging the secondary battery; a communication unit for receiving a communication message related to an access request from the charging/discharging instruction device; a control unit for controlling an access from the charging/discharging instruction device, from the contents of the secondary battery information, the charging/discharging information and the access request.

    • PROBLEM TO BE SOLVED: To enable a company operating a plurality of electric vehicles to increase the operation rate of the electric vehicles and make the electric vehicles available as quickly as possible.SOLUTION: A charge control system preferentially charges electric vehicles at charge levels lower than a charge level required to run a minimum usable distance and further prioritizes the charging to electric vehicles that reach the minimum usable charge level more quickly among the preferred electric vehicles. Further, the charge control system of this invention actively rearranges the charging order by monitoring the change of charging environments such as connection of a new electric vehicle with a charger in the middle of the charging, increase of the shared electric power amount due to solar power generation or the like, and decrease of available electric power supply due to the electric power consumption other than the electric vehicles.
