    • A vehicle steering control apparatus has a steering wheel (1), a steering mechanism (8) mechanically separate from the steering wheel for steering the left and right front wheels (9) and a reaction force motor (4) for imparting an operation reaction force against the steering wheel. A steering motor (6) is provided to impart a turning force to the steering mechanism, while a clutch (5) is provided to mechanically connect and disconnect the steering wheel to and from the steering mechanism. A drive torque detector is provided to detect a drive torque imparted to the steering reaction force actuator. A torque sensor (2) is provided to detect an operating torque imparted to the steering wheel. A clutch connection determiner determines that the clutch is in a connected state when a drive torque direction detected by the drive torque detector and an operating torque direction detected by the operating torque detector are different.

    • A fail-safe steering system for a vehicle, which prevents movable elements of a backup mechanism (17) from being dragged by motions of an associated one of a steering input section (1) and a steering output section (15) under normal operating conditions of the system, is provided. The fail-safe steering system includes two selectively engageable clutch mechanisms (5,6) operatively connectable between the steering input section (1) and the backup mechanism (17) and between the backup mechanism (17) and the steering output section (15). The fail-safe steering system also includes a mechanism for keeping the backup mechanism (17) in the neutral condition during backup mechanism being mechanically separated under normal operating conditions of the system.
