It is characterized by that an inner side seal layer 14 formed along a periphery of the cylinder bore hole 18 and an outer side seal layer 16 surrounding the inner side seal layer 14 are laminated on a surface of the base material 12, the outer side seal layer 16 is comprised of rubber material, and the inner side seal layer 14 is comprised of elastic material having more heat resistance than the outer side seal layer 16.

A grommet 14 is provided to cover inner edges of all the combustion chamber holes 11a-13a, and opening-side end portions 14a, 14b of the grommet 14 are fixed to the gasket substrates 12 and 13 in contact with the grommet. Thus, even when displacement in a horizontal direction occurs between a cylinder head and a cylinder block, since the opening-side end portions of the grommet are fixed to the gasket substrates, horizontal displacement therebetween can be prevented, thereby maintaining an excellent sealing performance for a long time.

In the second seal plate 4, a half bead 4c protruding to the opposite side of the first seal plate 3 and surrounding the pressure fluid hole 2 is formed on the inner side of the grommet 6 and it is desirable to form a tip end 4d on the through hole 4a side of the half bead 4c as a half bead whose section is in the shape of a chevron by bending it toward the first seal plate side.

      SOLUTION: A material is supplied from a coil constituted by winding strip stainless (101). The material is subjected to shot peening at least at positions for forming full beads on both surfaces of the material (102). Both the surfaces of the material are subjected to chemical conversion treatment (103), and the coating is applied to both the surfaces of the material (104).
