    • PURPOSE: A damper is provided to enhance the damping force by minimizing ineffective stroke since the differential pressure between the upper and lower chambers of a cylinder is not used as the propelling force of a shutter. CONSTITUTION: For a damper, a piston connected to a piston rod is inserted into a cylinder. The area of the fluid path of a bypass path(20), which connects the upper and lower chambers(2A,2B) of the cylinder, is controlled by a damping-force control unit(19). A shutter(22) is elastically maintained by leaf springs(23,24). The opening level of variable fluid-paths(32A,33A) is controlled by the shutter movement. The shutter is moved by the fluid force. Resistance is added to the movement of the shutter by the property of a vibration meter, which consists of the shutter and the leaf spring. Damping force is controlled according to the stroke frequency of the piston rod.
