Utilization fees according to the classification of the content are calculated for the received communication utilization information, and charged communication utilization information to the content transmission is generated based on the calculated utilization fees.

    • PROBLEM TO BE SOLVED: To prevent a customer from being charged during a holding period or other non-communication period by allowing the customer differently charged for the non-communication state to communicate movement to the non- communication state to a switchboard in charge by a signal.
