The direct management of the presence data storage unit 512 is performed by a presence data managing unit 511, but the movement of the right of the speaker is managed by the managing unit 53 of the conference. Further, the managing unit 53 of the conference manages the reservation of the right of the speaker by a right-of-speaker reservation list storage unit 533. The voice communication managing unit 55 performs routing of voice data. In this case, only the voice data are transferred from a user having the right of the speaker.
