When the powder is fed on the pair of rotating rolls by the rotation of the screw feeder and pressed thereby to agglomerate the powder into a plate by the rotation of the rotating rolls, the number of revolutions of the screw feeder is controlled so that the gap between the pair of rotating rolls is constant.
