Accordingly, viscosity of the fluid is increased by applying voltage, and streaming motion of the fluid in the orifice 52 is changed. Consequently, streaming resistance of the fluid is changed, and the spring characteristic can be effectively changed.

Thence, an adhesive consisting mainly of chlorosulfonated polyethylene is coated on the respective surfaces of the outer circumference of the member A and inner circumference of the member B and/or the both surfaces of said elastomeric member followed by coating the adhesive-applied surfaces with a lubricant oil compatible with said elastomeric member. This elastomeric member is then pressed into between the members A and B in a specified compression rate to effect bonding into a unit, thus obtaining the objective torsional damper.
