    • PROBLEM TO BE SOLVED: To provide a radio communication system capable of combining characteristics such as a data transmission speed, delay, QoS, distance, etc. which cannot be conventionally utilized, by using non-exclusive frequency spectrum.
      SOLUTION: Mobile stations MS1 to MSn include resource control units RCS1 to RCSn, respectively, and a base station BS includes a resource control unit RCSB. The RCS1 to RCSn, and the RCSB, which are connected to the RCSs and the RCSB, respectively, by radio to communicate mutually, collectively constitute a radio connected distribution resource control system. The system decides the assignment of a part of resources of a radio frequency spectrum to be used. The BS establishes a communication cession which does not interfere other communications after grasping and processing the communication cession in the system whether to be established or not, the opposition of other users whether being present or not with respect to the communication cession, and an interference source whether being present or not by using a map ARM of accessible resources, a channel RCC for transmitting and receiving resource control information, and a wired channel WCC for connecting base stations.
