SOLUTION: In this distributed server control method for providing a service to plural terminals by using one or more servers, the access quantity from terminals near several position identification base points on a network are stored in an access quantity table 4, and the list of servers is stored in a server table 7. The closest base point is selected as a base point near the terminal by using the accepted identification information of the terminal, and selects the server to which the terminal should be connected as a connection destination server based on the base point nears the terminal. Then, selection information including the identification information of the selected server is outputted, and the access quantity to the acquired base point near the terminal is increased, and the list of servers is decided based on the access quantity to the respective position identification base points stored in the access quantity table, and the server table is rewritten in the server list, and a resource necessary for providing a service is ensured on the decided server.

Then, the controller 110 transmits a selected service providable menu to the terminal 200. The terminal 200 selects an optional service from the menu and originates a service request to the device 300 and the device 300 receives it and provides the corresponding service to the terminal 200.

CONSTITUTION:A data base device 10 retrieves a terminal attribute table to acquire the position information that is used as the routing information in an ISDN network in response to the number used in a general connection mode of the ISDN network of the incoming IPT. Then the device 10 decides that the connection of calls is possible based on the connecting conditions and also decides that the connection is possible by the position information only and by the display of calls to return the position information to an ISDN switchboard 3 of the transmitter side. The switchboard 3 sets an incoming IPT terminal number between a circuit 37 and an ISDN switchboard 7 of the receiver side based on the returned connection number and also transmits the IPT terminal number. The switchboard 7 decides the IPT connection and sets a circuit 78 and a radio circuit by the procedure set to an incoming IPT terminal 9. Thus a circuit is set between an outgoing IPT terminal 1 and the terminal 19 to ensure the talking between them.
