    • PROBLEM TO BE SOLVED: To provide a conference system where a transmission line band required for a conference does not increase in proportion to the number of participants through the effective use of the transmission line band by dynamically deciding the information transmission rates of respective terminal equipment so that the total of the information transmission rates from the respective terminal equipment does not exceed a rate allocated to the conference. SOLUTION: A device is formed of conference terminal equipment 1 and a terminal rate designation device 2. The terminal rate designation device 2 is provided with a terminal rate deciding means 20 deciding the information transmission rates of conference terminal equipment so that the total of the information transmission rates of conference terminal equipment 1 joining in the conference does not exceed a rate allocated to the conference and an information transmission means 11 transmitting information by the rate designated by a terminal rate designation message. The terminal rate deciding means 20 dynamically changes the information transmission rates on respective conference terminal equipment 1. The information transmission means 11 dynamically changes the information transmission rate in the conference in accordance with the change in the designated information transmission rate during the conference.

    • PROBLEM TO BE SOLVED: To synchronize a data-generating rate of a host layer with an ATM cell rate and to suppress a resident time of cells of a buffer in an ATM cellularized part within a prescribed time, even in the data communication without having a window control function such as, dynamic image transmission. SOLUTION: A communication equipment is provided with a host layer information-generating means 11, an ATM cellularized means 10 that applies an ATM cellularized process to the generated information to transmit the result and a display rate increase/decrease display means 17 that displays rate increase/decrease indicating whether or not a generated rate should be decreased from the ATM cellularized means 10 to the information generating means 11. Furthermore, the ATM cellularized means 10 checks the number of cells not yet transmitted and stored in a buffer 14 periodically and decides the rate increase/ decrease display content, depending on whether or not the number of cells not yet transmitted exceeds a prescribed threshold.
