CONSTITUTION:A physical foaming agent selected from rare gases and carbon dioxide is injected into a compound which comprises an organic polymer (e.g. polyethylene) and a chemical foaming agent (e.g. azodicarbonamide) and is for use in producing a foam having an expansion ratio of 50% or higher. Thus, the title composition is produced. This composition may further contain a non- foamable organic polymer (e.g. polyethylene). The composition is foamed to obtain a highly expanded foam which has almost the same ultrahigh expansion ratio as foams produced with a chloro fluorocarbon and has a homogeneous and fine foam structure. When the composition is used for forming the insulating foam layer of a foam-insulated conductor, e.g. an electric wire, in which especially high insulating properties are required, the insulated conductor can be free from buckling etc.

As the pull wire winding machine 29 winds the pull wire 28, the cable starting end portion 4a is pulled to the starting end fixture 15 through the guide cylinder 14.
