    • PURPOSE:To reduce the flickering on a screen and to obtain a high-fidelity bright TV picture, by dividing a video input signal into two groups in every one- field scanning time, and storing the signals after the one group is delayed by one-field scanning time, and then, alternately reading out the signals. CONSTITUTION:Video input signals are stored in memories 17 and 18 in such a way that the connection of the signals is changed over by a switch 15 at every one-field scanning time and one group of the signals are stored in the memory 17 after they are delayed by one-field scanning time at a delay circuit 16, and the other group is stored in the memory 18. The contents of the memories 17 and 18 are read out at a speed which is double of an ordinary horizontal scanning speed, and outputted after they are combined at a mixer 19. By successively scanning the video input signals at a scanning speed which is double of an ordinary speed without making any jumping scanning, a high-fidelity TV picture in which flickering is reduced is obtained.

    • PURPOSE:To reduce a load on a center controller, by informing a viewer that a selected program is charged if the program is to be charged, and starting charging processing according to answering operation by the viewer. CONSTITUTION:When the viewer presses one of charged channel keys on a key pad 520 to request a charged channel, a terminal device 500 sends charging information on it to a centerl controller 110 and the charging information is stored in the memory in the terminal device 500 as well. In this case, if the charged channel is requested again, the charging information is prevented from being sent to the center controller 110 again. Consequently, the load on the center controller 110 is reduced. When the terminal device 500 requests the charged channel and the channel is uncharged, the viewer is informed that the channel is charged, and the charging is started after the intention of the viewer is confirmed. Consequently, only when real charging is performed, the charging is reported, so the viewer is prevented from being offered the service over the charged channel by mistake and vaguness about whether the charging is done double or not is eliminated.

CONSTITUTION:The synchronous signal generating part is provided to generate signals HD, VD and SC featuring the relations of fS = m fH/2 (m: odd number) and fV = fH/n (n:odd number), where fH, fV and fS are frequencies to horizontal driving signal HD, vertical driving signal VD and color subcarrier signal SC respectively. For instance, signal SC is generated through 1/2 divider 6 and via oscillator 5 generating the signal of 2fS, signal HD is produced through 1/455 divider 7, and signal VD is generated through 1/263 divider 8 each. In this way, the phase of signal SC is turned by 180 deg. for each of even and odd fields, and at the same time the phase between scans is turned by 180 deg. even within the same field. This relationship is shown in Fig. A and B. As a result, the coloring of the white charcters can be prevented, thus obtaining a high-contrast and flickering-free characters and pictures.
