    • PROBLEM TO BE SOLVED: To provide a method of manufacturing a glass substrate for an information recording medium which has desired flatness and surface roughness and which has few micro defects on a main surface, and to provide the information recording medium using the glass substrate for information recording medium manufactured by the manufacturing method.
      SOLUTION: The method of manufacturing the glass substrate for information recording medium includes at least one or more pre-polishing steps of polishing the main surface, an adhering step of forming a laminate by adhering the main surface and a spacer after the pre-polishing step, a chemical strengthening step of immersing the laminate in a chemical strengthening processing liquid and forming an ion exchanging layer on the glass substrate by ion exchange, and a post-polishing step of polishing it after the chemical strengthening step.

The deposition of the cover layer is conducted in a state in which a bias voltage, selected so as to make arithmetic average roughness (Ra) of the molding surface more increased than that before deposition due to collision of a portion of ions of a process gas with the molding surface during deposition, is applied to the base material.
