      SOLUTION: The joint plate 4 having a bolt hole 4a in both inside and outside of the upper end section of the lower column 1 and a joint nut 6 connected to the bolt hole 4a and the joint plate 3 having a bolt hole 3a are respectively temporarily fixed with the drift pin 9. The lower end section of the upper column 2 is confronted with the upper end section of the lower column 1, and the upper end side of the joint plate 4 and the upper end side of the joint plate 3 are respectively accompanied by both inside and outside of the upper column 2. Further, a joint bolt 5 is inserted in the bolt hole 4a of the joint plate 4 from each bolt hole 3a of the joint plate 3, and the front end of the joint bolt 5 is screwed on the joint nut 6.
