      SOLUTION: The fuel cell power generating system is equipped with an output voltage variable DC-DC converter 30 in which an input side is connected to an output terminal of the fuel cell 2 and an output side is connected to an input/output terminal of the capacitor; an open circuit voltage grasping means 50 grasping an open circuit voltage (Vco) of the capacitor 3; a power supply assistant decision means 53 deciding the necessity of assistance of power supply when an estimated value (Vfc_e) of an output voltage of the fuel cell 2 responding to request power (Lreq) is equal to or more than an estimated value (Vco_e) of the open circuit voltage of a capacitor responding to the request power (Lreq), and an output voltage control means 54 controlling an output voltage of the DC-DC converter 30 so as to make it lower than the open circuit voltage (Vco) of the capacitor 3 when the necessity of assistance of the power supply is decided.
