The expansion feature of a semifinished seal device 822 is operated by the control from a remote operation controller, and a metal sheet is expanded.

The allowable value of the transient change is inputted to an allowable value setting device 7 via a data input keyboard 8. Then the allowable value is compared with the predictive arithmetic result by an operation propriety deciding device 9. Thus an operation grant signal 11 and an operation inhibition signal 10 are outputted when the arithmetic result is smaller and larger than the allowable value respectively. In such a way, the electronic facility is operated and controlled. Therefore, the facility can be properly operated and controlled according to its operating state. Then the transient change of voltage/current generated in the power supply on/off state of the facility can surely be controlled with its allowable value.
