CONSTITUTION: In order to make call access to a base station, an access channel of an optional area is scanned and N-sets of forward control channels being access channels with a high electric field strength are acquired. A first access channel to be acquired with a highest electric field strength is an access channel sent from a base station 101 and a second access channel is an access channel sent from a base station 100. A mobile equipment 111 acquires N-sets of channels with a high electric field strength and stores the N-sets of the channels. Then the channel with a highest electric field strength is set and a radio section of the mobile equipment 111 is tuned to the forward control channel with the highest electric field strength being the access channel of the base station 101.

As the result of this, transfer from a master radio telephone set is facilitated even when the transfer is executed between radio telephone sets which are physically distant from each other.

A reference pulse from a reference pulse generator 11 is delayed by the variable delay circuit 24, and turned to a reference signal for the phase control of a capstan motor 33b. At the time of the start of the insert edition and recording, the delay time of the variable delay circuit 24 is set so as to be the most satisfactory tracking state.

Then, an independent tracking control is performed.
