    • PROBLEM TO BE SOLVED: To provide a small optical writing device capable of performing high-precision optical writing, and an image forming apparatus. SOLUTION: A photoconductor/exposure-integrated device as a drum type is rotated clockwise at a constant speed. Residual toner, which adheres onto a surface of a photoconductor 1, is removed by a cleaner 5, and an electrifier 4 uniformly imparts a charging load to a surface of a photoconductor layer 1 in a main scanning direction, and brings about an electrostatically charged state. A light-emitting layer 10 exposes the photoconductor layer 1 from an inside in a light-emitting area 20, and forms a latent image on the photoconductor layer 1. The latent image, which is formed on the photoconductor layer 1, is toner-developed by a developing device 6, and turned into an obvious image by the adhesion of the toner to the latent image. A toner image, which turned into the obvious image on the photoconductor layer 1, is transferred onto a recording medium 8 by a transfer device 7. Since this eliminates movement between an exposure point and an imaging point in the light-emitting area 20, a deterioration in image quality, caused by the movement, is prevented.
