    • PROBLEM TO BE SOLVED: To provide a solidification agent for a residual fiber that is contained in a sprayed layer of asbestos and the like in an existing building and the like, and to provide a solidification method for the residual fiber.SOLUTION: The solidification agent for the residual fiber contains an alkaline silicate solution as a main component. The solidification method comprises: applying a dust scattering inhibitor containing an alkaline silicate solution as a main component to the sprayed layer having danger of dust scattering and impregnating the sprayed layer with the dust scattering inhibitor; then removing the whole of the sprayed layer having danger of dust scattering from a substrate; and solidifying and sealing a fiber that remains in the substrate and has danger of dust scattering by applying the solidification agent for the residual fiber containing the alkaline silicate solution as the main component.

    • PROBLEM TO BE SOLVED: To provide, for example, a powdery dust scattering inhibitor which is used for inhibiting scattering of dust from sprayed asbestos of an existing building, and a dust treating method using a drug containing the inhibitor.
      SOLUTION: The powdery dust scattering inhibitor comprises (a) a binder composed of a powdery silicate, (b) a thickener composed of a powdery water-soluble polymer, and (c) a water retaining agent composed of a powdery highly absorbing resin and/or (d) a powdery water-soluble gelling agent. A liquid containing the powdery dust scattering inhibitor can effectively inhibit scattering of dust from various kinds of asbestos in removing work. Further, the liquid containing the dust scattering inhibitor can effectively inhibit rescattering of asbestos fibers from a removed specified building material.

      SOLUTION: A metallic thin film sheet 2 with gas shielding properties and high reflectiveness is stuck on the surface of the combustible material 1 which does not reach a predetermined non-combustibility level, and the combustible material 1 is turned into a noncombustible material. The combustible material 1 is composed of a wastepaper molding, a charcoal molding, plywood, a molding in which wood chips are interposed between wastepaper boards, or the like, and the sheet 2, which is composed of aluminum foil, titanium foil and stainless steel foil, having a thickness of 3.0 μm or more, is stuck on the surface of the combustible material 1 via an adhesive. Radiant heat is highly reflected by the sheet 2, and combustible gas, which is generated by the thermal decomposition of the combustible material 1, is shielded. These two functions suppress the ignition of the combustible material 1, and the combustible material is turned into a noncombustible material.
