The external sound-absorbing material 10b is harder than the internal sound-absorbing material 10a, is a porous sound absorbing material having weatherability and electric insulation properties, and is formed by using an inorganic particles binder combining inorganic particles with a resin binder.     • PROBLEM TO BE SOLVED: To provide a train detector and mobile body detector, reduced in cost by its simple structure and enhanced in safety.
