SOLUTION: The sound insulation materials 10A, 10B are members for reducing the noise with internal sound absorbing materials 10a and external sound-absorbing materials 10b, are fixed detachably to sleepers 2 at intervals respectively between right and left side faces of the rail 6a, so that the noise emitted from the rail 6a due to vibrations of the rail 6a is reduced. The internal sound absorbing material 10a is the sound-absorbing material lighter than the outer sound-absorbing material 10b, and is formed of a high performance inorganic fiber, a metal fiber, an organic foaming, which are excellent in sound absorbability, or any combination of these. The external sound-absorbing material 10b is harder than the internal sound-absorbing material 10a, is a porous sound absorbing material having weatherability and electric insulation properties, and is formed by using an inorganic particles binder combining inorganic particles with a resin binder.
