    • PROBLEM TO BE SOLVED: To provide an on-vehicle communication apparatus capable of reducing that a fault likely to be solved by reinsertion of an IC card is mistaken for failure of the IC card itself or the on-vehicle communication apparatus itself.
      SOLUTION: An ETC on-board unit 10 includes an insertion part which is mounted on a vehicle and into which an ETC card is inserted so as to be extractable, reads information which is recorded in the ETC card inserted into the insertion part, writes information in the ETC card and conducts wireless communication with an ETC side device. The ETC on-board unit 10 counts times with which activation of the ETC card is failed (S22), outputs a reinsertion notice (reminder) that prompts the insertion of the EC card when the activation is failed three times (S26, S34), and outputs an ETC card error notice showing abnormality of the ETC card when the number of the failure in the activation becomes three (38).
