The backfill grouting mechanism 8 is used to fill a backfill material 16 to an excess excavating part when the general pit 14a is constructed, and connected to the chamber 4b of a face widening excavating mechanism 3b for collecting excavated sediment through a first face widening soil discharging device 5b. The first face widening soil discharging device 5b comprises a solidifying material storage tank 17 and an admixture storage tank 18. The excavated sediment excavated by the face widening excavating mechanism 3b is properly mixed with cement water and admixture during the transportation to form the backfill material 16, and the backfill material is supplied to the backfill grouting mechanism 8.
