    • PURPOSE:To enlarge the corresponding range of the control of position and speed of a looper such as, for example, steel plate for effectively guiding a loop car to the synchronous position thereof, and as well to enhance the working ability, by adding a computing circuit for the rate of acceleration or deceleration and a selecting circuit to a device for controlling the position and speed of the looper. CONSTITUTION:A speed control device comprises speed reference circuits 11, 12 for respectively controlling the outlet and inlet speeds VD, VE of a loop car which handles a steel plate or the like, measuring circuits 13, 14 for measuring the speeds VD, VE, a measuring circuit 15 for measuring the position of the loop car and a setting circuit 17 for setting the rate alpha of acceleration or deceleration. The synchronous position of the loop car is controlled by means of a control circuit 16 in accordance with output signals from the above-mentioned measuring circuits 13 through 15. Further, a computing circuit 21 for computing the speeds VD, VE and the rate alpha of deceleration or acceleration, on the inlet side, for introducing the loop car from the actual position thereof to the synchronous position thereof, is provided downstream of the control circuit 16. Further, there is provided a selecting circuit 22 for controlling the change-over of switches 22a, 22b to obtain the synchronous position.
