In the speed detecting circuit 19, a speed is detected from an angle signal 20 of the controlled system and the time setting signal 18. In a comparing circuit 21, a speed detecting signal 22 is compared with a reference signal 23 corresponding to the maximum speed to be controlled, and when the speed detecting signal 22 is larger than the reference signal 23, a brake quick fixing signal 24 is outputted to a fixed controller 13. In this way, even in case when the controlled system has run away, a damage of an apparatus caused by a collision with a mechanical stopper can be prevented.

The vibrator 5 works on the pulse signal and produces a pulse which is little longer than the time width of the pulse signal and applies the pulse to the circuit 4. In other words, the gate 4 is opened only while the vibrator 5 delivers an output, and the output of the converter 3 is led to the circuit 6 to actuate a load 7. In such a constitution, the runaway of the load due to a circuit fault can be prevented.

This cut off is performed with an operation switch on the surface of a control board, so the output is cut off speedily in case of emergency.

A thermostatic valve 1 having a separating valve 21 and a by-pass valve 20 controls the quantity of water of a cooling water pipe 19 by this valve, and sends cooling water of a prescribed flow rate to a hydrogen gas cooler 15. When a gas temperature high alarm 25 and a fully closed detector 24 of the thermostatic valve 1 detect abnormality of the process, a solenoid valve 22 discharges air in the diaphragm chamber 3 into the air, opens fully the thermostatic valve 1, and controls the process to the safety side.
