When the airbag 14 is developed, impact force given to the driver is relaxed by extracting an extracting bar 54 constituting a fixing member 44 to maintain high bearing structure of a supporting member 34 by a change-over mechanism 42, changing the structure of the supporting member 34 to support the bag holder 32 from a high bearing structural state to a low bearing structural state and extending the moving tolerance of the chest part of the driver moving to the front in the axial direction of the steering shaft in accordance with contraction of the developed airbag.
