    • A heat recovery unit (first device) 9, a precipitator 4, and a desulfurization unit 6 are disposed in this order in the flue-gas flow path of a boiler 1; a heating-medium using unit (second device) 10 is disposed in a region independent of the flue-gas flow path; and a heating-medium circulation line 11 (inlet-side line 11a and outlet-side line 11b) through which a heating medium is circulated and fed, a first heating-medium bypass line 13 that allows the heating medium from the line 11b to circulate to the line 11a while bypassing the second device 10, and a second heating-medium bypass line 15 that allows the heating medium from the line 11b to return to the line 11a while bypassing the first device 9 and the first line 13 are disposed between the second device 10 and first device 9. During the startup of the boiler 1 or immediately after igniting burners of the boiler 1, the following control process is performed: the entire heating medium is circulated to the second line 15 without feeding the heating medium to the first device 9; when the flue-gas temperature at the inlet of the first device 9 is increased, the heating medium is gradually fed into the heating-medium circulation line 11; when the flow rate of the heating medium in the line 11a becomes a predetermined rate and subsequently the temperature of the heating medium falls below a preset temperature, the heating medium flowing through the line 11b is circulated to the inlet of the first device 9 through the first line 13 to increase the temperature of the heating medium in the line 11a adjacent to the inlet of the first device 9; and when the flue-gas temperature at the outlet of the first device 9 exceeds a preset temperature, the heating medium is prevented from flowing through the first line 13. Thus, during the startup of the boiler, the inside of the flue-gas flow path downstream of the first device 9 is prevented from being placed in a corrosive environment, and the temperature of the heating medium flowing through the first device 9 is stably kept high.
