The toner binder resin includes an unmodified polyester resin as well as the modified polyester resin. At least styrene and methacrylic acid are used as monomers as starting materials of the fine resin particles. When the weight proportion of the styrene to the starting materials of the fine resin particles is represented by a [wt.%] and that of the methacrylic acid by b [wt.], the expressions 10≤a≤51, 15≤b≤51 and 0.4≤a/b≤2.5 are satisfied at the same time.
