    • The present invention relates to an apparatus and a method for determining a motion vector. The apparatus for determining the motion vector according to an embodiment of the present invention comprises: a block identification unit for identifying a same position block included in a reference picture as a block which is at the same position as a present block; a motion block determination unit for determining whether the present block is a motion block on the basis of the motion vector of the same position block; a motion vector decision unit for deciding the motion vector of the present block according to the determined result; and a resolution conversion unit for converting the resolution of the motion vector of the same position block. According to the present invention, the motion vector resolution is decided in each image region or each motion vector. Inter-prediction encoding or decoding is performed by using the motion vector having the motion vector resolution which is adaptively decided with respect to images. In addition, the present invention enables efficient encoding by adaptively changing the motion vector resolution in predetermined region units of the images and performing the inter-prediction encoding for the images.

    • The present invention relates to a video encoding/decoding apparatus and method. The video encoding/decoding apparatus according to one embodiment of the present invention comprises: a video encoder that generates predicted sub-blocks by predicting sub-blocks into which a macro block is divided, generates residual sub-blocks by subtracting the sub-blocks and the predicted sub-blocks, generates quantized transform coefficients by transforming and quantizing the residual sub-blocks using a transformation scheme which is selected by the size of the sub-block, and generates video data encoded by using different context tables depending on the used macro block and the divided sub-blocks in the case of encoding the quantized transform coefficients with Context-Adaptive Binary Arithmetic Coding (CABAC); and a video decoder that restores information about the division type, motion and transformation type as well as the quantized transform coefficients by decoding the data which has been encoded using different context tables depending on the macro block and the divided sub-blocks and using CABAC, restores the residual sub-blocks by performing the inverse-quantization and inverse-transformation on the quantized transform coefficients following a transformation scheme which is identified by the transformation type information having been restored, generates predicted sub-blocks, on the basis of the motion information having been restored, by predicting sub-blocks which are identified by the division type information having been restored, restores sub-blocks by subtracting the predicted sub-blocks and residual sub-blocks, and restores the macro block on the basis of the restored sub-blocks.
