    • The application relates to group communications over multimedia broadcast-multicast services MBMS. E-MBMS services can be used to distribute multicast data to groups and could be useful in group com¬ munication systems. However, in conventional E-MBMS services, the time to establish a new flow is on the order of 10 seconds. This laten¬ cy is unacceptable for high performance group communication sys¬ tems, such as a push to talk system that requires less than 1 second from the call initiation from the originator to the granting of the floor to at least one group member. This problem is solved in that a multi¬ cast flow is pre-reserved for the media flow in such a way that it can be quickly established. Furthermore, another multicast flow, which is "always-on", is used as a sort of application layer paging flow in order to indicate activity on the media flow. The user equipment monitors the paging flow (Multicast flow#l) regarding activity of a group com¬ munication (Call Announcement) and upon receipt of a call announce message, switches to the corresponding media flow (Multicast flow #2).

    • In an embodiment, an access network receives a message associated with a given user equipment (UE). The received message can be an uplink message received from the given UE itself (e.g., a measurement report, a cell update message), or can be a downlink message for transmission to the given UE (e.g., a call announcement message). The access network determines that the received message is associated with a communication session of a given type (e.g., a delay-sensitive communication session). The access network selects an uplink initial signal-to-interference ratio (SIR) target for the given UE based on the determination. The access network also starts a timer having a given expiration period based on the determination. The access network refrains from updating the uplink initial SIR target for the given UE at least until the timer expires.

    • Systems and methodologies are described that facilitate communicating user plane data over common control resources by specifying a UTRAN radio network temporary identifier (U-RNTI). In this regard, a Node B or an RNC receiving the user plane data can associate the data to the UE based on the U-RNTI. The user plane data can be transmitted in a control message with the associated U-RNTI, such as a CELL UPDATE message or another message having a U-RNTI specified in a media access control (MAC)-i header or other header in the message. The control message can also include parameters regarding the existence and specifications of the user plane data. In this regard, a UE can communicate user plane data when in a (UTRAN) registration area paging channel (URA PCH) or other relatively inactive state though it has not received an enhanced radio network temporary identifier (E RNTI).

    • A user equipment (UE) determine to activate a data session. The UE configures a data session activation request message to include an indication of an association with communication sessions of a given type (e.g., delay-sensitive communication sessions), and then transmits the data session activation request message to an access network. The access network determines to establish an aggressive paging cycle of a downlink channel for the UE based in part upon receiving a message (e.g., which can be different than the data session activation request message) that conveys the indication of the association to the access network. The access network sends at least one instruction for facilitating an allocation of the aggressive paging cycle to the UE, and the UE receives the at least one instructions and monitors the downlink channel accordingly.
