    • Apparatus and methods are provided to enhance HARQ mechanism. The UE repeatedly transmits a data block with a first repetition number and retransmits the data block with a second repetition number. In one embodiment, the first and the second repetition number value are explicitly included in an uplink grant message. In another embodiment, the UE obtains a repetition number value by looking up a repetition number table indexed by the repetition number indicator, which is included in an uplink grant message for the first repetition number and included in a HARQ message for the second repetition number. In yet another embodiment, the UE determines a coverage enhancement degree value, a data block size value and an available transport resource block size. The UE obtains a repetition number by table-look-up based on the coverage-enhancement degree value, the data block size, and the transport resource block size.

    • Methods and apparatus are provided for paging enhancement for the UE in the LC-MTC mode. In one novel aspect, the UE determines if the UE is in CE mode, obtains a set of narrow-band resource blocks reserved for LC-MTC paging messages and decodes a paging message based on the obtained narrow-band resource blocks. In one embodiment, the paging message occupies a predefined narrow band resource blocks without control information. In another embodiment, MPDCCH is used as control message to schedule narrow-band paging messages. In one embodiment, the MPDCCH searching space comprises a paging narrow-band selected from the set of narrow bands based on a UE ID. In another novel aspect, methods for PO detection are provided.     • Apparatus and methods are provided to enhance HARQ mechanism. In one novel aspect, the UE decodes resource blocks in a HARQ indicator channel and detects a single-state HARQ indicator encoded with a UE ID of the UE. The UE determines a HARQ acknowledgment status for the data transmission based on the HARQ indicator. In one embodiment, the HARQ indicator channel is either a UE-specific channel, a group-specific channel or a cell-specific channel. In another novel aspect, the UE increases a HARQ count upon decoding the HARQ indicator channel. The UE retransmits the data transmission if the HARQ count is smaller than a predefined maximum HARQ count and the HARQ acknowledgement status is determined to be negative. Otherwise, the UE stops the data transmission. In another embodiment, the UE terminates the data transmission is the total repetition number is greater than a predefined maximum data transmission number.

In one novel aspect, the mobile station computes a transmission efficiency for a transport block, which is repeatedly transmitted such that the transport block is received with a predefined receiving quality; determines a channel quality indicator based on the transmission efficiency and transmits it to a base station. In one embodiment, the transport block is repeatedly transmitted over multiple subframes. In another novel aspect, the mobile station computes a plurality of transmission efficiencies corresponding to a plurality of transport blocks, wherein at least one transport black is repeatedly transmitted such that each transport block is received with a pre-defined receiving quality. The mobile station determines one or more channel quality indicators based on the transmission efficiencies and transmits either the channel quality indicator with the highest efficiency or each channel quality indicator to a base station.
