The organic optoelectronic device comprises an anode, an organic electron material layer formed on the anode, an electron transporting layer formed on the organic electron material layer, and a cathode formed on the electron transporting layer. The electron transporting layer comprises a blend of a low molecular weight electron transporting material having a LUMO between about 1.8eV to about 3.OeV and a film- forming polymer having a LUMO greater than that of the low molecular weight electron transporting material.
