A unique association is mapped (40) for data download between a medical device (18) and a communications device (13) transiently coupleable to the medical device (18). The operational characteristics (41-48) as maintained in the configuration catalog (76) are periodically checked against a database (75) storing downloadable sets of features (77) and one or more feature sets (77) including changed operational characteristics (41-48) are identified for distribution. The one or more feature sets (77) are digitally signed (103) and the one or more feature sets (77) are provided to the communications device (13) over a plurality of networks (12). The one or more feature sets (77) are authenticated (72) and their integrity is checked over a chain of trust originating with a trusted source (11) and terminating at the communications device (13).

Device credentials (67) are issued to the requesting device (51) from the authorizing agent (42).
